Phone Line:

A phone line is a pair of wires that transfers dial tone from the central office into your home. Your dial tone is generated in your local phone company central office and is carried along with a 48 dc volts to your home through  a big phone cable that contains hundreds of pairs of wires with hundreds of other dial tones.That cable travels underground to a big box that feeds few blocks.

Common troubles that you may encounter with your phone line include losing dial tone, hearing a hum or static, hearing other people on line,  and not being able to receive phone calls.

When you have no dial tone, it means that one or both  wires needed to get your dial tone are broken for whatever reason. (corrosion, squirrels chewing the wires,  truck pulled the wires down). The other reason that will cause your phone line to go dead is a short circuit  that usually happens when the tip and ring legs of your wire make contact with each other.

A hum on line means there is ground on your line, that could happen anywhere (a water leak in your home, water getting into the outside wire, or your line is crossed with the ground side of another line in the main cable), in rare occasions a hum might be caused by an unbalanced wires which means one side is longer than the other.

Static might be caused by two things: a short circuit that is not hard enough to kill the dial tone (in this case your phone will trip when someone calls into it).  The other reason is a corroded wire or a loose connection somewhere along the line.

Cordless Phones Hot Deals

Hearing others on line happens usually when your line is crossed with another. However, a major reason for interference on your line is using cordless phones. The base part of the cordless phone receives  the signal through the phone cord and then transmit it in the air using a certain frequency that your phone is set to, the hand piece is set to receive the signal in the air at that specific frequency. If anyone close by (within a  block or so) happens to be using a cordless phone preset to the same frequency you are using an interference will occur, you may hear them in the background without being able to talk to them or vice versa.

Not being able to receive calls is caused by few things, the first one is a short circuit on your line that will cause the phone to trip, so you might hear the phone ring one ring and cut off. The second reason is your phone ringer switch is turned off. The third reason is your calls might be forwarded to a different number (in this case someone else will answer you calls or you might hear a voicemail or answering machine), if that is the case try dialing *73 to disable the call forwarding.
